Die böse, böse Regulierung macht den armen AKW-Betreibern das Leben mal wieder unberechtigt schwer

Und das erste AKW ging erst 2015 wieder ans Netz.
Die Betreiber hatten also sieben Jahre Zeit (die Fristen laufen nächstes Jahr ab) und es ist offensichtlich absehbar, dass nicht alle Betreiber rechtzeitig fertig werden, sonst bräuchte es die neuen Regelungen ja nicht.
Sind eigentlich Betreiberfirmen die ein Verantwortungsbewußtsein wie Kleinkinder an den Tag legen geeignet, komplexe Dinge wie AKW zu betreiben?

Irgendwie klingt das für mich so, als würde das Luftfahrtbundesamt zu Airbus sagen:
Ja neee Leute, die Steuerkabel verlegt ihr bitte so dass die Isolierung nicht durchgescheuert wird, sonst gibt's keine Zulassung für eure Aluröhre!
